SPECIAL MEETING JULY 26, 2007
TOWN OFFICE BUILDING 5:30 p.m.
First Selectman Eldredge called the meeting to order at 5:30 P.M. with the following in attendance: Selectmen Patton and Lewis, L. Nicholls and residents.
Public Works
The board signed bills and vacation slips from Public Works.
There was a discussion about the prices and work habits of two landscape companies doing work for the town—Lynn Nichols will break down their prices by the hour.
Lynn led a discussion regarding an accident at the intersection of Potter School Rd./Balazs Rd./Bidwell Rd. Someone ran the Potter School Rd. sign. A taxpayer is requesting a stop sign on Balazs Rd. before Bidwell Rd. After numerous remedies from the board and from Public Works, Selectman Patton suggested asking our Town Engineer, Karl Acimovic to inspect the intersection and make a decision. Lynn will check with Karl on the subject.
Lynn reported on the subject of repairing of Turnpike Road and the possible use of a process used by Gorman Brothers. Selectman Patton had viewed this same process being used in Tolland. A discussion continued on how deep Gorman would have to dig down, core samples, building up the base of the road. Selectman Patton explained that this is mixed with ¾” stone and emulsion—they’ll go down 4” making asphalt right there with what they are picking up. Gorman’s report is attached. Selectman Patton reported that the entire cost to the Town would be $400,000 ($158,788 plus asphalt and stone). First Selectman Eldredge noted that this is a huge difference from the $1,000,000 we were originally facing.
Sand was the next discussion—Lynn has prices from Becker ($11 per cubic yard picked up and $13 delivered) and M.L. Partlow ($11.75 delivered).
First Selectman Eldredge motioned to award the winter sand bid to Partlow at $11.75 per yard delivered. Selectman Lewis seconded.
VOTE: 2 yes (Eldredge and Lewis, 1 abstain, Patton).
Lynn would like to order the sand now so we will be all set.
Steve from New England Asphalt—he will guarantee the Chip Seal for a year; they do not have any set-up for towing the trucks, just dump and run. If their equipment does break down, Lynn would like this all in writing, that they will pay for the rental of trucks, flaggers, etc.
First Selectman Eldredge moved to award the chip seal bid to New England Asphalt with agreed upon conditions at $1.88 per gallon purchasing 61,000 gallons. Selectman Patton seconded.
VOTE: 3 yes (Eldredge, Patton and Lewis).
Selectman Patton asked Lynn the schedule for the chip sealing—she would like to get it done the end of August, before the buses get on the road.
OSHA had been at the Transfer Station and in the shed there and sent their recommendations back to Lynn. Nothing can be within three feet of the electrical panel in the shed and the housekeeping was not good. There had been a TV, radios, copiers, microwave, water cooler, fans, etc. The TV has been removed. A suggestion was made to remove a spare chair which would allow for the 3’ space. Tires are not being marked as they are put in the storage area, containers are to be emptied daily, refrigerator doors just left in the area, not thrown out, unknown chemicals left around, the Salvation Army container looks like no one has been there to pick up in a month. The board will discuss this situation with the Transfer Station workers. When these issues are solved everything
should be pretty much set with OSHA and the DEP.
First Selectman asked Lynn if she has been in contact with Marianne at Laidlaw Bus Company regarding items they need fixed. Lynn has been in touch with Heidi (contact person at Laidlaw) regarding this. Ann Strong will return next week from vacation—Lynn has left a message there for Ann also.
Selectman Patton would like to set a date for the Kechkes Road Bridge Committee. This will go on the agenda for next Thursday’s meeting.
Selectman Patton commented that there has been an increase in intensity of badmouthing of other employees
at the Transfer Station—this has been done on town time. First Selectman Eldredge will address these issues with the Transfer Station employees.
Selectman Patton asked Lynn for an update on the Tinkerville Road project. Lynn showed the board pictures—bracing is going in—when that is done the barricades will go up/ trees are cleared and the staging area is set up.
Lynn reported that the backhoe was used today and the hydraulics are slow. Lif-tec had just repaired it and it was fine but they will come in again in the morning and check it again so that there will be no problems this weekend.
Set Date for Public Hearing/Town Meeting
First Selectman Eldredge moved to set August 7, 2007 as the date for the Public Hearing/Town Meeting.
Selectman Patton seconded.
VOTE: 2 yes (Eldredge and Patton, 1 abstain, Lewis).
First Selectman Eldredge moved to adjourn the meeting at 6:25 p.m. Selectman Patton seconded.
VOTE: 3 yes (Eldredge, Patton and Lewis).
